Program Manager (Top Secret Clearance Required)

Position Description
We are seeking an experienced Program Manager (PgM) to lead the successful delivery of a large, complex IT services program. The PgM will serve as the primary point of contact for all program-related matters and will oversee strategy, execution, service quality, stakeholder engagement, and team leadership across a geographically dispersed technical and operational workforce.

Your future duties and responsibilities
• Serve as the primary point of contact for all program communications, coordination, and escalation.
• Provide overall leadership, management, and direction for all contractor personnel assigned to the program.
• Ensure high‑quality delivery across all technical and business processes.
• Proactively identify and communicate risks, issues, and opportunities that may impact program performance.
• Make organizational commitments and decisions related to program execution on behalf of the company.
• Oversee operational performance, staffing, service delivery, and compliance with program requirements.
• Lead and support geographically dispersed operations and engineering teams.
• Manage Earned Value Management (EVM) activities and other performance tracking mechanisms.

Required qualifications to be successful in this role
• Current Project Management Professional (PMP) certification from PMI.
• Demonstrated experience delivering IT services within an ITIL/ITSM framework on programs similar in size and complexity.
• At least seven years of management experience leading programs comparable in scale, dollar value, and scope.
• Proven experience with Earned Value Management on large projects.
• Experience leading distributed technical teams with diverse skill sets.
• Active Top Secret clearance.

Desired Qualifications
• Experience implementing service level agreements and performance metrics.
• Familiarity with federal procurement processes and management of cost‑type contracts.
• Experience with SDLC processes, SAFe Agile methodologies, and modernizing environments toward CI/CD or DevSecOps practices.
